Does this sound like a pet scammer?

I found a chihuahua puppy for free on a ad page. The puppy is located in Cameroon, the lady was asking for $ 110 for the flight ticket, but I got her to go down to $50. She says to send her the money through Western Union. The puppy comes with it's papers and toys etc. It sounds to good to be truth, so I want your honest opinion. I'm located in Texas. Do you think it's a scam?
