Who's the bad person; Molester or Molestee?

Except for valid medical conditions like schizophrenia or bi-polar disorder, people have a choice in their actions. Should a woman who shows as much skin as legally possible in public complain when she gets ogled? No. But guys have a responsibility to limit their reactions to staring and drooling. They are in control of their own actions and can refrain from touching.
